Is the water Meter frozen?
My fiancee’s grandma’s pipes froze and burst. We turned off the water until it could be fixed a few days later. We turned it back on and after a week and 3 days where it was over freezing we have no water. Is the meter frozen now? It hasn’t moved at all in a few days.

James answers:
It could be frozen anywhere along the pipes, if the weather is still very cold. The most likely places are where the pipes run outside or in an unheated area. Places where the pipes are buried close to the surface of the ground could also be frozen. There’s no more reason for the meter to be frozen than anywhere else, unless it’s outside.
